We are looking for an experienced onsite Security manager at a Top Secret Federal Government facility where Honeywell provides Facility Management (FM) and Security Services under a Public Private Partnership agreement.

Facility located in Gloucester.

Responsibilities of this position include:

• Providing leadership in the delivery of Physical Security services in accordance with the Honeywell Security Operational Procedures for the site pursuant to the Project Agreement, working with the client security group.

•Managing the Security Services subcontract including Honeywell Security Technicians.

•Reviewing and approving all Security Services reports.

•Providing leadership in the provision of Access Control and Visitor Management services.

•Monitoring, confirming, and executing transactions related to Security Clearances related to all FM and Security Services personnel including subcontractors.

•Providing leadership in Security Risk Management.

•Ensuring that FM and Security Services personnel (including subcontractors) have the appropriate certification, training, and permits required to perform the services delivered.

•Ensuring that the Security Network verification and patching is done on regular schedule.

•Ensuring that the subcontractor procedures meet or exceed Honeywell’s safety procedures.

•Ensuring OH&S Program is in place and that all FM and Security Services personnel have received the appropriate training.

•Providing support in the development of site-specific risk mitigation plans, techniques, and practices.

•Developing procedures for hazards identified in the course of delivery of services.

•Conducting bi-annual safety audits.

•Updating Risk Assessment Worksheet.

•Developing and maintaining a Fire Management Plan.

•Developing and maintaining an Emergency Response, Recover, and Continuity Plan.

•Conducting post-event investigations of all emergency incidents and producing incident reports.

•Maintaining an Emergency Operations Area in the Security Command Center, unless unavailable or in an area designated by the Crown.

•Providing emergency safety training and education to Crown and Project Co employees who have been assigned emergency response functions.

•Overseeing the conduct of audit reviews of emergency plans and reports.

•Providing all Crown employees and FM and Security Services personnel with site specific emergency response training as well as detailed evacuation, lock down and shelter in place plan and instructions, prior to employment at the Facility.

•Submitting the Fire Management Plan to the CFFM for review and the Ottawa Fire Department for approval.

•Ensuring that the Fire Management Plan and related drawings are kept up-to-date and any revisions to the Plan are reviewed and approved accordingly.

•Ensuring that up-to-date fire emergency instructions and floor evacuation procedures are posted in designated areas in accordance with the Fire Management Plan.

•Ensuring that fire hazards and unsafe conditions found or reported are dealt with immediately, and ensuring that all equipment is in safe and operational condition and access roads, fire routes, entrances, and Fire Department connections are kept clear at all times.

•Respecting and following health & safety policies and procedures.

•Conducting health & safety audits and inspections, as required.

•Participating in and/or leading Health & Safety Committee.

  • College Degree or equivalent.
  • Must be able to obtain a Top Secret (SIGINT) Clearance by the Federal Government – no criminal record, must not have used illegal drugs in the last twelve (12) months. This process involves a security interview, a polygraph, and a background investigation that includes credit and financial verification.


  • Ability to lead and direct the work of others
  • In depth experience in facilities or security
  • Strong analytical skills and creative thinking
  • Strong interpersonal and communication skills
  • Ability to work independently and in a team environment
  • Ability to troubleshoot equipment problems
  • Computer savvy
  • Familiarity with federal government policies and procedures
  • Development and maintenance of site-specific documentation and quality assurance information
  • Proven track record of sub-contractor management
  • Experience in working under a Public Private Partnership procurement model for the provision of services
  • Ability to understand, interpret and comply with contracts and contractual requirements
